Letter to New Canadian Citizens – 1963
Minister of Citizenship and Immigration
The following letter was sent by Canada’s Minister of Citizenship and Immigration to all of those
who became Canadian citizens in 1963.
The letter sets out the rights, privileges and obligations of Canadians, and it refers to the ancient
liberties that govern democratic governments of a free people.
It is time to reassert the ancient rights and liberties that belong to a free people, and it is time
for the people to take steps to ensure that our governments live by the principles and ideals
that uphold them.
